My whole point for a new PC is... it is taking forever on what I currently have ( XPS 710 - Intel Core 2 Duo E 6600 ) to convert videos and I can't use the PC for anything else while doing so.

It really depends on what your budget is. The i7 is a beast, but the i5 isn't far off in performance and will save you a lot of money.

16 gigs of ram is overkill

Yeah the memory might be overkill, but overall it looks good. That will give you the best performance for video conversion.
