New build or upgrade

I have a budget of £650 to upgrade the pc or build a new one.

Currently it's a i5 4460, 16gb ram and a NVIDIA GTX 770.

In the budget I also need a monitor as well, so in theory do I put and i7 in, and a better Gpu.

Or maybe go new i5 or Ryzen. I have an Atx case, psu, ssds and Os.

Forgot to mention it's for gaming, Web design and light video editing and streaming.

If it were me....I'd go with just a GTX 1060.

The processor is fast enough to play any game.
Your memory is fine.
You have an SSD.
If you put in a 1060 you will be able to play pretty much any game on 1080p at max settings at around 60Hz.....so that's what I would do....and then buy the monitor.

You would need new ram to support a new i5 or Ryzen. You are going to get more gaming performance, upgrading to a new graphics card. Streaming, you are going to want to go Ryzen 5 1600, or better.

Games you would be fine with even an i7 4790, or comparable E3 Xeon 1230v3, or better. Streaming gameplay might prove challenging though.

At the moment I wouldn't be real concerned.

Here's an example.

Less than a year ago I had a rig....i7-920 (multithread passmark score 4933) with a 1060 6GB.
This rig could play any game out there on max settings at 60Hz at 1080p.
Your I5 has a multithread passmark score of 6705....so you would be in good shape.

OK I think I might stick with Haswell for now then makes sense really for gaming. I can live without streaming, as long as Photoshop and illustrator perform well that would be good.
