Question New build - - - "over current detected on USB device" even when no USB device is plugged in ?

Specs

MOBO: MSI PRO B650-S WIFI AM5

CPU: R5 7600X

Ram delta T Force ddr5 6000mhz 2 x 16gb

GPU: gigabyte rtx 4070

Storage Kingston m.2 nvme 1th

So I'm building a PC for a friend, all new parts. I'm bread boxing, so only plugging in what's necessary, building it on the mobo box

I've connected the CPU and it's cooler, plugged in the cooler to mobo and CPU to psu, plugged in the GPU and connected it to psu, installed the m.2, connected the power switch from the case to the mobo etc.

The computer turns on and shows the mobo splash screen for a second or two, then comes up with the error "over current detected on USB device" even though I don't have anything at all related to USB plugged in or hooked up on the motherboard.

Troubleshooting steps I've tried:

Reset cmos

Play around with ram configurations

Reseat the cables I have plugged in

It's on a cardboard box so it shouldn't be shorting.

As a note the bottom of the mobo feels a little sticky, but it's completely uniform so I think it just came like that.

What else should/can I try, what could it be?
 
Have you tried updating the BIOS? download | guide
I can't enter the bios, the splash screen pops up for like a second but hitting the key to enter it doesn't seem to do anything, not sure if the keyboard is even detected.

There is an option on this board to flash the bios with a button it seems, but idk if that's a good idea.
