Question New build, PC boots up, no display (ryzen, x570)

First of all, I am not the 100% most knowledgeable person on the subject, but I have built multiple machines on my own successfully. My new build is not working properly. When I hit the power button, all lights come on (RGB Ram, led stock cpu fan, and mobo lights) and the fans start. Something to note also; the cpu and mobo fans speed up and slow down every few seconds while the case fans stay constant. And I get no display on my monitor. I don't think it would be the RAM since the RGB lights up? To me, it would seem like a bad CPU. Is there any good/free way to test that?

SPECS:
CPU: Rzyen 7 3700X
Ram: ddr4 g. skill 8gig (3600mhz) x 2
Video card: geforce gtx 1070
Hard drive: WD Blue 1TB internal SSD - SATA III 6gb/s
Motherboard: gigabyte azrous x570 elite (i also tried a msi x570a-pro with same setup)
PSU: LSP ULT-LSP750 750W

What I have tried:
-Unplugged and re plugging/checking all connections more than 3 times
-Using only 1 Ram module, in all 4 different slots
-Removing the gtx 1070 and using on board hdmi for video
-Restting the CMOS
-Tried PSU with a different PC
-I also had a MSI x570-a pro mobo that I tried with the same setup and it has the exact same issue. This board has an led error message and the CPU light will light up for a second then switch to the BOOT light.

Any suggestions would be greatly appreciated.
