I built this PC two months ago, and a couple weeks in, it began randomly stuttering, with the FPS dropping to nearly 0 for a second or two, and then returning to normal. At first it only happens in games, but as the computer is on for longer, it happens more frequently and out of games, such as when using Google Chrome. I usually get around this by restarting my computer and the BIOS, but after a couple hours, it's back to stuttering quite often.
Initial benchmarks showed that there were problems with the CPU, RAM, and SSD, but not the GPU. I have tried replacing the SSD and reinstalling Windows. I found out that my RAM was underclocking at 2133MHz and uncapped it, which resulted in RAM performing well in benchmarks, but everything else was still doing bad. I tried switching SATA/Power cables and ports. I have temperatures open and they seem normal, with the GPU rarely reaching 80C, but the temperatures don't seem to rise at the same time as the stutters. I also checked my memory usage in the resource monitor, and occasionally there are large hard faults, but they also don't occur at the same time as the stutters. I have installed GPU and motherboard drivers. GPU rarely shows a problem in benchmarks, and CPU only shows problems when multiple other parts are underperforming. The SSD has been newly replaced and still underperforms. At this point, I think it might be a motherboard issue?

This is a new benchmark I ran just now at an uptime of almost 2 hours. This is what benchmarks have often looked like for me, with the SSD being the most consistent underperformer.
