I need to build a pc for Windows Server 2012-2016, with sql server, visual studio, team server etc
I will be running VMs as well and NAS possibly

I need some server board and cpu recommendations. I need to keep costs down.

mobo: $100-200
cpu: intel, need hyper-v, windows server 2016 compatible, not sure how many cores
memory: probably ecc
case: i like fractal design, but interested in alternatives

If you could recommend a mobo and/or cpu and the reasons why I should go with them.
It would be greatly appreciated.

What you should get will vary wildly based on how many VMs you need and a number of other factors.

My big question is why do you need a on-premises TFS installation when VSTS is free for up to 5 developers and offers more functionality than TFS 2015? If you're expecting to go over those numbers, you're already looking at $10k+ for licensing VS and TFS, so why do you need to build a server as cheaply as possible?
