New build posts, won't enter BIOS

asrock ab350m hdv
AMD A8 9600 (going to be ryzen 2200G after i flash bios)
g.skill nt series 8gb ddr4

When i short the power btn pins, pc boots to a black sceen with the asrock logo and all the "press del or f2 to enter bios" yadayadayada. when i press f2, del, f11, f12, and tab, nothing happens. just stays at the same screen.
Have checked my connections, tried multiple different keyboards (USB and ps2), tried different ram, tried clear cmos with removing battery and leaving the battery in. On newegg.ca in the reveiws for the MOBO it seems one guy also had a problem but didnt post solution.

Yes i have tried my USB keyboard in ever USB on the motherboard.

i have swapped out the asrock ab350m hdv for a asrock a320m dgs. Still the same problem. I feel like i am either missing a rookie mistake (yes plastic is off the cpu) or, asrock has some wonky bios?

TV with the 350 with hdmi, and monitor with the 320 with dvi.

Test with single RAM and monitor, not tv. The tv might not support low resolutions. If still no go, try RMA-ing the CPU.

Motherboard has a PS/2 Mouse/Keyboard Port. Use a PS/2 keyboard temporarily.

Still nothing. You're thinking the CPU is the problem?

Purchased a a6 9500 and boots right to bios now, bad CPU. Just a cpu for flashing bios's
