New build, powers on and off in a loop.

Hi I've recently built my new pc (first build ever) and it is in some sort of boot loop. My build: https://pcpartpicker.com/list/zBsDV6 minus the 3tb hard drive it hasn't arrived yet

What I have tried (based on reading others solutions with similar issue but none were exactly the same):

• 
  removed gpu
  
  removed m.2 ssd
  
  reseated cpu, couldnt see any bent pins
  
  tried different ram slot combinations based on m/b manual
  
  removed one ram stick

What happens:

I flick the psu switch and my motherboards rgb lights flash once then turn off

I press my case power button

my red cpu LED on motherboard flashes instantaneously/cpu watercooler fans and case fans turn on

dram red LED on motherboard turns on for a few seconds

dram red LED turns off and vga LED turns on for a few seconds (even if i take out the gpu)

cpu fan and case fans turn off, no more error LEDs on motherboard (i think whole pc powers off)

back to step 3.

Hi, Try taking the board outside the case, removing the CPU, taking a picture of the CPU socket, uploading the picture on imgur and posting the link here.
