Question New Build Question

Hi, I hope somebody here will help me to find out what is wrong with my new PC. After I shut off my PC, fans and case leds are on. Fans turns slower, but I like to turn them of completely. I am using Corsair Commander Pro to power 6 fans and those fans are on. two other fans, connected directly to EVGA X299 Dark motherboard turn off. Looks to me as devices powered directly from Corsair AX1200i power supply by SATA cables stay on. I replaced motherboard and Commander Pro, but this not help. I am thinking that maybe my power supply is faulty. My temporary fix witch help is option in EVGA BIOS ErP on, which force PC to cut power down. I am not sure if this fix is a proper way and if is something wrong with power supply I better replace it.
