New Build: RAM latency & Frequnecy

Hello. I'm just creating this thread in the hops of someone helpfully, helping me in the field of memory with a new system I will be building. My current hardware I've marked below just so people know what I'm going from. I built the system below and will on my next one.

CPU: Intel i7 4770 RAM: Corsair Corsair Vengeance 8GB 1600 DDR3 Motherboard: ASUS H97M-plus GPU: Gigabyte GTX 780 3GB PSU: Corsair AX 850W Gold (Old previous system)

That system isn't that fantastic. But I know it's still a really good system, though maybe not that motherboard sadly. The amount of ram I got is really not good any more as some of my games are using 2 to 3GB of system memory, with one game (Cities: Skyline) using 4.2GB memory.

I'm really interested and concerned with performance and stability with memory speeds and Latency. I'm gearing at high end hardware for my next build, with using possibly Corsair Vengeance LPX CMK16GX4M4A2133C13 DDR4 connected with an Intel i7 5820K processor and using an ASUS X99-A motherboard. With either a MSI or Gigabyte GTX 980 ti 6GB

I know DDR4 2133 isn't any better from what I read recently against DDR3 1600 memory. Can anyone explain how this is or why? I know it's latency and frequency stuff.

I'd like the best advice with memory speed and latency.

Though if DDR4 isn't any better then DDR3, I'll continue using it and get an ASUS Z97-M Plus and an Intel i7 4790K instead with the 980 ti still.

But really, any memory in the 16GB configuration is going to be great for me.

It's going to be a high end gaming computer I'll be building. Though now I've dropped the DDR4 and X99 idea completely. Money isn't worth wasting if I'm not gaining anything huge in performance.

So I've now looked at Corsair Vengeance CMZ16GX3M2A1866C9 16GB (2x8GB) DDR3 and the Corsair Dominator Platinum CMD16GX3M2A1866C9 16GB (2x8GB) DDR3

The only big difference I can see here is the costings of the memory.

I'd even look at the 2400 Kingston HyperX Beast HX324C11T3K2/8 8GB (2x4GB) DDR3 memory it's got any potential speed and performence.

So anything that'll help, though honestly for my thinking, it'll probably still only need 16GB of 1600 9,9,9,24
 
I got an idea now. I just need to know what's better with latency and speed.

I'm going to be using the new RAM with intel i7 4790K on a ASUS z97 M-Plus board. I'd really like to run something above 1600Mhz as the MB can support 3200Mhz Something like 2133Mhz with a decent read and cycle speeds.

16GB of G.Skill Ripjaws Z is probably my best idea. I can run it at 1600Mhz so I reach best lowest latency if I must, but it seems I'm going in circles here on this topic. XD
 
If going Ripjaws then a little better with Ripjaws X, which is designed towards dual channel setups (i.e. the 1150 socket), the Ripjaws Z are optimized towards quad channel or the X79 platform) and stick with 2x8GB for 16GB combo, here I'd look at the Trident X in 2133/9
