Question new build, red vga light on mobo, no post or signal

I recently put together a new build. Everything lights up and fans are spinning but it won't post, and there's no display on the monitor. Red VGA light stays lit on the motherboard. I have tried reseating the gpu, ram, and checking plugs with the same result. Any troubleshooting suggestions?

MOBO: ASRock B550 Pro4
CPU: AMD Ryzen 5 4500
RAM: G.SKILL Ripjaws V series 16gb (2x8gb)
SSD: Team Group MP33 M.2 2280 512GB PCIe 3.0 x4
HDD: 2TB Seagate Barracuda
GPU: GIGABYTE Radeon RX 6600 EAGLE 8G
PSU: 750W 80+ Evga gold

recently put together a new build.
So all parts are new?

Says that you'll need BIOS version 2.20 but your board doesn't have any other way to flash/update the BIOS without a compatible CPU, in case your motherboard was shipped with an older BIOS verison.

All the parts are new.

The sticker on the BIOS chipset indicates that it is version 2.40
 
I have a very similar setup . Brand new build.

B650 elite ax
Amd Ryzen 9 7900
GSkill 32 gb ram
GeForce Rtx 3090
Corsair HX 1200
Samsung 970 Evo plus SSD

Stuck on red VGA light. No display signal. GPU fans start and then stop.

I combed through the web. Reseating advice all around . Which didn't work. Taking it to the repair shop next week. Once I know what is wrong I ll update here.
 
so I got it fixed. the problem is BIOS. you need to update BIOS to the latest, fixed mine right away. My pc repair guy told me AMD supporting mobos dont come with proper firmware , there is always something to update. Most users suffer because they are unaware. No plug and play with this line of products.
