[SOLVED] New build stuck in boot loop, bad RAM or soemthing else?

Specs:
i7-8700K
MSI Gaming Plus Z370 motherboard
16GB (2x8GB) Corsair Vengeance LPX DDR4-3200
MSI Duke Edition 1080 Ti 8GB
Crucial MX500 M.2 1TB SSD
EVGA 750 GQ 80+ Gold power supply

When I turn it on I get stuck in a boot loop. Ive tried reseating the RAM and GPU multiple times, and have tried each ram stick individually in each slot. I have also tried without the GPU. Nothing so far has worked, although the I did notice it shuts down faster with less plugged into the power supply. Ive already ordered more ram, since what I had didn't have a valid warranty. Does this sound like a RAM issue, or the motherboard/power supply?

It could be a variety of things ultimately.

I would cover each and every step of this guide first (even if you have done some of them previously) as a triple check never hurts: https://forums.tomshardware.com/thr...ng-about-post-boot-no-video-problems.1285536/ - playing close attention to items such as CPU/Socket pins.

Following that I would completely breadboard the system and see if the issue persists:
- Remove the MB from the case, and leave only MB, PSU, 1 stick of RAM, and CPU with Cooler.
