Solution
Defintely drop to a 3700x. A 3900x is a waste, for a gaming rig. Deepcool doesn't make good PSU's either. Ram could be faster. You have the budget, to squeeze in a 2080ti.

Power...
Its for 1440p 144hz gaming. I got storage from my previous pc, an SSD and an HDD.
The budget is flexible, im buying it in russia so its hard to compare prices. somewhere between 1500-2000$

I would save some money and get the 3700X instead as it's much cheaper and performs similar but this also depends on what's available in your area. For 3rd gen Ryzen go with 3600 or 3733mhz memory in dual channel as it's the optimal speed for those CPU's. I have a similar case (NZXT H500) and you'll want to add two-140mm fans in the front for intake as the airflow isn't the best on that case, keep the stock top/rear fans for exhaust.

Solution
Ill try to build both of those in my country, hope at lease some of it will be available.

Im not sure how to check memory compatibility with motherboard, can you guys maybe suggest a site/tool for it?

also, do i really need 850W on the PSU? its way more expensive in my country

I only chose the 850w, because it was only $10 more than the 650w version. Definitely not necessary. Location information is useful info, to have, in the beginning, with budget in your currency.

If the price difference is massive in Russia then the 650W would work well but I do agree, if the price difference is minimal then there's no harm in getting a larger PSU.
