New build suggestions

Hello everyone,

My current systems GPU gave up earlier today and I would like suggestions for a new build.

I have a desktop PC I composed in 2010 (yep, it's really old). The Ram was upgraded on a later date. This is it:

I was playing "oxygen not included" today and I think my GPU gave up. I don't know if I can fix it or not, but I think it is time for a new build.
I have no idea what I could keep or what I can throw away. I was thinking of just buying a completely new system, but if there is something in there that I can still use in a new system, it can be included. I would like to keep using the same monitor if possible.

I have a budget of around €1000-1500. I Live in Belgium (previous PC was ordered at 4launch).
I'm not a hardcore max FPS geek, as long as I know that I will be able to play the latest games on decent settings for the next few years I'm OK. I'm more into RTS, RPG and simulation types of games (don't know if this would matter :) ).

Since I can't seem to play any decent game for longer than 2 minutes, I'm planning on buying this new system asap. I think I should be able to assemble the system on my own, but if there is no huge price difference I think I'd prefer to be able to have it assembled for me (which is what I did for my previous system).

Is it possible to use my current RAM with this setup or do you suggest I buy new RAM also? (Kingston hyperx 2x8GB ddr3 1866 CL9 240)
I was unable to find my RAM on pcpartpicker so I couldn't check compatibility.

If I may, I have some questions
I see many people use an i7 CPU, is this worth investing in?
You also suggested GTX 1070 Ti, what is the difference with GTX 1070?
I saw that GTX 1060 is almost half the price of 1070, is it so much worse in performance? Will it be able to run recent games on high quality settings?
 
For AAA titles,
1060 -> 1080p 60hz @ high-very high settings
1070 -> 1080p 144hz @ high-very high
1080 -> 1440p ~100hz

Some games may be better, some may be worse, depending on their demand of gpu power. 1070ti can be overclocked to 1080 stock, but 1070 can’t.

Thank you for all the information!
One last question before making my final descision ^^
I can see EVGA GPUs are cheaper than MSI. Is an EVGA GTX 1070 Ti a better option than an MSI GTX 1070?
I read online that they have a good reputation. Only "downside" is availability outside of USA, but I'm shipping everything from USA anyways
 


EVGA produces the best GPU's, period :)
