Question new build the pc fans kick and then nothing else happens

I have just completed a brand new PC build it has a thermaltech PSU, gigabyte h110m-s2h motherboard, i5-9400f, 2x8GB ballistix sport RAM, samsung 1Tb SSD

the issue is when I turn the power on the and fans kick and then nothing else happens. if I remove the system fan cable the fans spin up for a second then stops. if I remove the power for the CPU then the fans run indefinitely.

I have already removed and reset all components and have the same problem does anyone have any fixes

So your issue is that there is no display being shown?

the issue seems to be that the system just doesn't start up properly the furthest it got is the fans spin but only if the CPU is not being powered and the system fan cable is not plugged in?

You really should've done your homework before purchasing the motherboard!
Verifying the socket is compatible with the CPU isn't enough, you have to also verify the motherboard supports the particular CPU! And in this case, it simply doesn't:

You're gonna have to get a different motherboard.
