New build turning off immediately, then back on

I have a new build (my first), and it's giving me some problems. When I attempt to start it up, it powers up for about half a second, then immediately turns off for about 4 seconds, and continues the cycle, never starting up.

I've done everything on this checklist (except for the breadboarding and the PSU swap), and nothing has changed. I believe the PSU is fine because the red power light on my motherboard remains steadily on the entire time, so it is outputting power.

I will also note that though I have the motherboard speaker installed, it hasn't given me any beeps.

Here are the specs of the new machine:
Motherboard: Gigabyte GA-Z170X-Gaming 7
CPU: i7-6700K
CPU cooling: Cooler Master 120M (water)
Case: DIYPC Skyline-07-B (full ATX tower)
GPU: EVGA GeForce GTX 960 (2GB) [I must note that I have removed the video card for troubleshooting, using the on-board graphics instead, and that the issue occurs with or without the video card)
Memory: 2 8GB sticks of DDR4 2133Mhz RAM
PSU: 600W
Hard Drive: Kingston 240GB SSD

I had same issue on 2 different systems in the past. It turned out to be a hardware / feature combination.

Basically, I bought some really good fans, ultra quiet etc. and those fans run quite a bit lower RPM then regular ones. At the same time I had "smart fan control" enabled as default in BIOS on my mobo. Unfortunately the smart fan control put the actual fan speed too low, if it doesnt reach a certain speed within a certain amount of time, it times out and the mobo shuts down the system. This gets the restart loop going and the system tries again and again to start itself up.

I finally caught onto it when I span my CPU fan by hand so it wouldnt slow down too much at startup and my comp started up.

I recommend you do the same, open your case, start up the comp and help the CPU fan spin up, if its the problem, then there are a couple things you can do about it.

This was especially prominent with Gigabyte and MSI boards, but some otehr boards using some versions of American Megatrends UEFI BIOS as well.

1. Go to your BIOS and disable all "smart fan" features, including anything in the voltage controls that is meant for fans, just tell it to run at 100% speed constantly. Once your OS boots up it will take over anyways.

2. On many boards that had these issues there have been BIOS updates which help or entirely fix these issues, but retail versions do not come with the upgraded BIOS as default. So do a BIOS update.

Test it out and see if it is your problem. Alternately, you can go with a downgraded (worse) CPU fan, that can also alleviate the problem, but having good cooling is nice once you solve the issue.
 


Thanks for the response. The fan I have plugged into my mobo's CPU fan connector is the fan on the radiator of the water cooler (see OP for specs). I will unscrew the fan/radiator from the back of the case and give it a spin on startup and see if that fixes it.

If that works, I'll let try to do what you said in the BIOS.

I'll reply with an update tonight (about 9 - 10 PM EST probably) on how it went.
 
UPDATE:

I tried manually spinning the fan to the CPU water cooler right before starting up so the spin speed would be faster, but this did not make a difference.

On a hunch, I decided to disconnect the DVD drive I installed (which I forgot to mention in the system specs). Upon restarting without the DVD drive connected, the system was able to stay on for about 20-23 seconds, then shut down. This time, though, the mobo was throwing several LED codes, none of which were errors. This happened for several startups (being able to stay on for 20-23 seconds before shutting off again).

[strike]After this, I did some minor fiddling with the MOLEX connectors to the case's hot swap deck and fan control, the mobo started behaving just as it did before - only half-seconds startups, followed by two seconds of being off, then trying to restart - withOUT the DVD being reconnected![/strike]

ANOTHER UPDATE:

I believe the reset button on the mobo was stuck in the pressed position (/facepalm). I've jostled it, and now my computer is exhibiting the behavior described at the top of this reply, with one difference — right before it automatically shuts down (after staying on for several seconds), whatever device is plugged into the CPU_OPT connector has a sudden "boost".

The reason I say "whatever device" is because I was confused with my water cooler which plug (radiator fan plug or the water pump plug) went into which connector (CPU_FAN or CPU_OPT). When the radiator fan is plugged into CPU_FAN and the water pump is plugged into CPU_OPT, the blue LED light on the water pump gets brighter right before the computer shuts down. If I have it reversed (radiator fan plugged into CPU_OPT and water pump plugged into CPU_FAN), then it's the radiator fan that starts spinning much faster and louder right before the shutdown occurs.

This is starting to seem like something involving fan controls, my BIOS, and CPU temperature, but because I'm still not getting any video output, I can't alter any BIOS settings (unless there's another way).

I feel like I've made some progress with the troubleshooting, but I'm stuck where I am, and would love some advice on where to go next.
