New Build Turns on for 1 second and then off

I've used multiple mobos (same model) and multiple PSU's. I've narrowed the problem down to the CPU, but the chances of a bad CPU are so poor I am refusing to accept it. Please confirm my suspicions. I've tried every troubleshooting rule in the book. Every attempt produces the same result, fans and lights flicker on for a second and shut off. http://pcpartpicker.com/list/mf98Yr
I have reviewed and checked every single suggestion on the troubleshooting thread here on Tom's Hardware.
"TUF Detective" phone app plugged into mobo says 0000 - CPU Initial as the error.

My first suspect in these circumstances is he 12 Volt supply to the CPU through a four pin connector beside the heatsink. Is your's plugged in properly and if you have the tools to check the Voltage, is it up to the mark?

I will use my multimeter to check out the 4+4 that is next to the heatsink. Thank you. Will respond with results.

Followup: I checked each of the CPU power supply pins and they were at ~13.75v. I know that's a little above 12v pins. Could this be the source of the problem?

Asking for an Intel RMA for the i7 6700k since that is the only hardware item that hasn't been replaced in this build. I wish I would have bought a second different motherboard to see if there is anything conflicting with ASUS and my other items.
