New build turns on for 7 secs then off repeatedly

I've tried to switch around the ram didn't work. All the fans are spinning please help!

Its not immediately turning off it stays on for a couple of seconds. There is nothing on the screen i have a dvi going from gpu to screen

Did you try taking out the CMOS battery for a minute or so then reinsert and boot.

Also not a very good choice of PSU to run a new setup...Old platform , the new CXM 550 or 650 would have been a better choice.

Does it turn off completely or just reboot? If it's turning off, I'd say the CPU heatsink isn't seated properly.
Also, when you assembled the system, did you use the brass risers to raise the motherboard off the backplate of the case? Did you use risers only in spots where the motherboard has proper mount points? Are there any tabs from the I/O shield sticking into any of the USB/HDMI/DP ports?
If none of that is the solution, try another power supply if you have a spare one lying around.

Edit- have you made sure the 12v CPU power is connected? It should be a square 8 pin plug on the top left of the motherboard between the two silver heatsinks. This will cause the system to not stay on.

I have checked the cpu power pins they are fully inserted, and its boot looping not completely turning off. I don't think any of the I/O tabs are sticking into them.
