no overclocking and 1920x1080 monitor for now but he wants the options open down the line.

Almost there.

The PSU is average quality and right on the limit. I'd invest in a decent 650w minimum.
8Gb ram is plenty for gaming. Editing can require more. Get 2x4Gb today, if you run out can add another 2x4Gb at any stage.

I was thinking 16, because it seems some games like Warhammer 40k Eternal Crusade are claming 8 gb min. Wasn't really sure if that would becoming the new min or if they are just poorly optimized.

Can you use the 1866 ram on the H boards?

From what I've played, Watch Dogs uses the most ram of any game I've played, and that uses just over 4Gb of total system ram. That includes W7 etc.
I'd imagine it would use more running insane rez at max detail, but not at 1080.
By the time you start to do that, you will run out of gfx horsepower and memory long before you exceed 8Gb.

Working on multiple uncompressed files in Ps on the other hand, will easily destroy 8Gb... IF thats something you'll do.

Sure! Just drop to 1600 and tighten the timings for improved performance.
