New Build - USB Issue

Specs:
I7 8700k (OC to 4.7 through easy OC option on mobo - watching temps idle have been 25-30 and on games 45-55)
Z370 Gaming mobo
NVIDIA 970
Corsair vengeance 3000mhz
875 PSU

Issue:
Everything has been working fine for 4-5 days. Shut down last night without issues and this morning the USB ports don't work. Monitor works and gets to login screen. When plugging ethernet in/out I can see in the bottom right that it works. Bottom of Zowie (ec2b) mouse has the light for hz/dpi on but doesn't work. When plugging phone in to charge with stays at 0% but shows as connected.

TLDR/Theory: It seems the USB ports are giving "minimal" power, if that's a thing.

Currently tried:

Reset CMOS battery
Confirmed devices work on other PC
 
- Ports are not working even when you are at the Bios interface (not yet booted into windows)? you can check by attaching USB flash disks or other peripherals that light up to your USB ports and see if USB sticks show within the bios drives.
 
@smorizio - I don't believe I can do that as I enter the BIOS (by unplugging HD)and then nothing works.

@R0GG - I'm stuck on an overlay saying BIOS has been reset, you will need to reconfigure BIOS. However in here mouse/keyboard still do not work. The bottom of my EC2B still does have the hz/dpi light on so it still seems to be giving minimal power
 
Update: I went and got a new Z370 Aorus Gaming 5 mobo today and tried to install.

@Calvin7 - my PSU is a ThermalTake XT 875

When I power on the system the board flashes for a second (old z370 gaming also did this), however nothing happens after that. The PSU says Power ready -green, PC Signal - nothing (not red or green). I have checked multiple times that the 8pin/24pin connector are in correctly.

I'm starting to think that maybe the PSU is firing but I have no way to check
