Is it a gaming PC or editing, video rendering etc?
If its a gaming you can cut 3770k and get 3570k and buy a better GPU.
If it was 660 TI i would say its a great card, but i think 7950 or 660TI are much better then 660.
Everything else looks good, just remember if you making gaming pc video card is most important thing to spend "a little bit more".

And also one more thing about 3770k and hyperthreading(4 core 8 threads),i've seen crysis 3 (and possible future titles) is using hyperthreading,in crysis 3 u get 20-30% more fps.
Is that true? I would wait some forum expert gives his opinion about that so you can decide

I wanted to get the i7 over the i5 mostly because I just want the best of the best and figured that it might be more efficient on a gaming rig than the i5, but is difference in performance worth saving around $100? And yes the rig will be used to game and play games like BF3 ,GTA IV, Skyrim.

Its so little increase in perfomance between 3570k and 3770k unless you do video editing etc.,and really not worth giving 100$ more and its better you can spend that money on better GPU which much more important for gaming. Even a new Haswell CPU will have 4core 4 threads on 4670k a no hyperthreading(which would be similiar to 3570k).
Ok whats your maximum budget?
