[SOLVED] New build will not POST. Will not display on screen

Hello all. First time builder here. These are my specs: CPU: Intel i7 3.2 GHz 6-Core Cooler: Cooler Master - Hyper 212 Evo Motherboard: Asus - TUF Z390-plus Gaming (Wi-Fi) ATX GPU: MSI - GeForce GTX 1070 8GB RAM: G.Skill - Fortis 16 GB (2 * 8 GB) DDR4-2400 Storage: Samsung Evo 1 TV M.2-2280 SSD PSU: Corsair RM 650x Case: Thermaltake - V200 Tempered Glass RGB Ed. Mid tower

So, my issue is, I cannot for the life of me get the PC to POST or get any onscreen information. I have rebuilt it 3 times trying to see if I made some foolish greenhorn mistake and I have still come up with nothing. All of my fans (4 case, 1 cpu cooler, and 2 gpu) all spin, though I know this is indicative of nothing, I feel it should be known All LED lights in case work, again indicative of nothing

I have: *Reseated all power supply cords to make sure of a clean connection *Reseated RAM cards (and tried each one individually in all 4 slots) *Reseated GPU *Reseated CPU and CPU Cooler, checked for bent pins *"Breadboarded" motherboard with all necessary components connected to see if motherboard was grounding out somehow

Aftermarket troubleshooting methods: *Purchased a PSU Tester All readings seem to be within requirements? (can attach photo if necessary) -12V: 12.1 +12V2: 12.0 5VSB: 4.9 +5V: 4.9 +12V1: 11.9 +3.3V: 3.2 PG: 290ms

*Purchased an aftermarket motherboard speaker Which for some reason makes no beeps upon startup, which I believe may be concerning?

After countless threads and blogs, I was under the assumption that 1. RAM is bad or incompatible (it says on package that it is "Compatible with Ryzen" which I know is not what I have but I further read that there should be no issue. 2. The Motherboard either arrived dead or I possibly fried it during the build

I am hoping one of you beautiful souls can help me figure out what is wrong and/or help me decipher what my next course of action should be. Thank you kindly in advance.

Sorry for the delayed response sir!

Well if you've breadboarded and still having no luck. You've probably got a hardware problem. Presumably you've updated the BIOS to latest version before all of this, and that any BIOS settings will be at default, some out of kilter RAM timings in a BIOS can cause boot loops.

After that, start easy components first, try different RAM, see what luck you have. Luckily you may just RMA the board under warranty.
Thanks for your response! But yes, I've gone through that list about 5 times haha. I've breadboarded as well. I'm wondering what the odds are that the ram isn't working properly?
I'm concerned that the mobo speaker I installed gives no audible beep. I know it's possible, but what are the chances I fried the board? I read in a few places that some mobos don't have a BIOS beep enabled by default but I don't know what else to try... I'm pulling my hair out here!
