New build will not post

I currently have a Dell Inspiron, I have upgraded by the part over the last few months and I am ready to move the parts.

Specs of Dell with Foxconn MB and DDR2 memory
E8500 Core 2 Duo
Antech Green 500 watt
Asus GTX 460
SAMSUNG Spinpoint F3 HD103SJ 1TB 7200 RPM SATA 3.0Gb/s 3.5" Internal Hard Drive -Bare Drive


I am moved the above to a new Antech case and a new motherboard. I have tried 2 mother boards
Board 1-Foxconn G41MXE-V LGA 775 Intel G41 Micro ATX Intel Motherboard

Board 2-BIOSTAR G41D3G LGA 775 Intel G41 Micro ATX Intel Motherboard

New DDR 3 memory- Team Elite 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1333 (PC3 10660)

So far neither board will post. Powers up but no beeps and no output to monitor. No power to mouse or keyboard.
I have cleared the bios, everything is connected properly all parts including memory came from working system and continue to work when put back.
Any suggestions?
 

I have not tried out of case. Grounding issue? I figured I ruled that out using two different motherboards?
 
Fixed. PITA though. Got a new MSI motherboard. Did a dry out side of case and it posted. Put everything together but Bluescreened. Had to reinstall windows 7 to get it working. Had to re-install everything. But it is up. Still need to do driver updates on MB. Running a bit slow. thanks for your help
