New build with rtx 2080 results in very poor gpu usage across the board

I just built a new computer with an i7-8700k, RTX 2080, 1200 watt PSU, and 16Gb of 3000 MHz ddr4 ram. A lot of games I play show consistently low GPU usage with some spikes up to the mid 90's. This can result in low frame rates and or massive stuttering. Testing rise of the tomb raider, for example, shows the problem well, with the gpu not even hitting above 80% usage at all. When testing the same game with the same settings with dx12 enabled the issue is much less pronounced but still not acceptable performance for this kind of card.

1080p max settings mostly. The PSU is a 1200 watt RGB thermaltake. Cpu usage is usually around 40-50% never any higher. The temp stays around 60 c.

That could not be farther from the truth. The frame rates I am getting are terrible, sometimes worse than my old computer that had a 1070 in it.

What is the make and model of the motherboard and the video card? There shouldn't be any incompatibility, but never hurts to double check these things.

Have you tried to bench it with 3dmark,

I have bench marked it with 3d mark and my score is very similar to yours which only confuses me more. It seems my benchmarks are accurate to what they should be but in games its another story.

Clean reinstall windows? At this point it is hard to say if it isn't some weird software issue? Look for any drivers that is not installed correctly, not just the nVidia driver but other stuff. What is the motherboard you are using? Hopefully they didn't give you crappy bloatware that is buggy to hell and installing the system.

No frame limiters are on. The frame rate is anything but consistent. Mostly it is all over the place with massive drops and stutters.

The mother board is the ROG maximus hero viii. The bios is updated as well.
 




I am an idiot. I swear I read a post on my phone asking about 2080ti low usage at low resolutions. So I jumped on my PC and found this thread. This is obviously not the correct thread.
