Question New build won’t post; CPU debug LED lit

My build:
Motherboard: MSI Z490 Gaming Edge WiFi
CPU: Intel 10700K
CPU cooler: Be Quiet! Silent Rock 3 White
Ram: 64GB (4x16 GB) Corsair Vengeance RGB
GPU: Asus Dual OC 3070
Storage: XPG SX8200 Pro 512GB NVME
PSU: Thermaltake GF1 Toughpower 850W
Case: Be Quiet Silent Base 802

My problem:
After assembly I started the PC. I noticed the CPU debug LED was glowing white on the motherboard and no image was being displayed. The only thing that seemed abnormal to me was that the CPU fan was not running. The RAM lit up, as did the RGB on the GPU. All case fans were running perfectly fine.
I swapped the motherboard and CPU for identical ones at Best Buy, and I am experiencing the same issue.

I have tried running it without the GPU and with only one stick of RAM and the same problem occurs. I have ordered another motherboard from Amazon (Aorus Elite Z490) and a new PSU (SilverStone Strider 850) that will arrive Thursday. Any ideas in the meantime?
