Question New build won't boot, CPU and DRAM LEDs are on ?

I have previously built one PC and have had a fair amount of issues but eventually got it working so I have good experience with troubleshooting. I'm not sure why both the cpu and dram leds are on, I would think it would be either one or the other. When I first put the motherboard in I used the wrong screws and they didn't screw in all of the way into the standoffs so there was space between the heads of the screws and the motherboard. I booted the PC and It shows the two leds. at that point I tried different screws and got one to work, so I reseated the motherboard and screwed into all the standoffs. I plugged everything back in and tried to boot the PC but the same two leds came on ?

Hi right on the top of the pcpartspicker list it states "Compatibility: Warning!"
if you click see details this states

"Warning: The ASRock B550 Pro4 ATX AM4 Motherboard supports the AMD Ryzen 5 5600G 3.9 GHz 6-Core Processor with BIOS version P1.80. If the motherboard is using an older BIOS version, upgrading the BIOS will be necessary to support the CPU."

though now that 1.80 bios version is outdated. All the prevoius bios updates will be in the latest version which will be 2.40
