New PC build with a used motherboard from Amazon marketplace.

When turning on PC, the CPU and DRAM lights on the motherboard flash (alternating).
There is no display on the monitor (which runs through all options - HDMI, VGA, etc.) and the lights on the keyboard and mouse do not light up.

I have tried three different types of RAM, and removed the CMOS battery to reset the system.
None of this has worked.

Can this motherboard be fixed?

Just curious, why 3 sticks? You either work with two sticks of identical ram or four sticks. The board should have labels next to the slots, please mention which slots are populated to help us identify them.

You forgot to mention the rest of your PC's specs. Please check the CPU socket and see if there are any bent or broken pins.
