New Build won't boot, sometimes it beeps 3 times, other times nothing happens

My Build:
CPU: Intel Core i5-8600K
Mobo: ASRock Z370M ITX/ac
Memory: 16gb (2 x 8gb) G.Skill RipJaws V Series DDR4 2666
Storage: 250GB Samsung 960 EVO M.2
Power Supply: Mini-Box picoPSU-160-XT High Power 24 Pin Mini-ITX Power Supply

My Problem:

After completing the build, I powered it on; all the fans were running properly but there was no display. I did some research and decided to buy a motherboard speaker because I didn't have one. After installing the speaker, I started getting 3 beeps. I initially believed it to be a RAM problem after looking up the beep codes for my motherboard and finding that 3 beeps indicates a base 64k memory issue. I tried booting with only 1 stick in the first slot but failed, then tried the second slot with the same result – I did this with both sticks of RAM.

In the hopes that it was just my RAM that was the issue, I borrowed a stick from a coworker, but still got 3 beeps. After this, I decided to reset the BIOS by shorting the CMOS with a screwdriver (power supply was disconnected). I booted it up again with the borrowed RAM and the fans powered up fine, there were no beeps, but there was no display.

I decided to try using my G.Skill RAM in desperation, and the 3 beeps came back. I tried again with the borrowed RAM, and still got 3 beeps. I then decided to short the CMOS again. After doing so, I powered it up with my G.Skill ram and got 3 beeps. I tried again with the borrowed RAM in the first slot, and got 3 beeps. I then moved it over to the second slot, got no beeps but no display. Moved the borrowed RAM over to the first slot, and got no beeps but still no display.

I hope this all makes sense – like i said, I'm a beginner.

I'm not really sure what to try anymore and I'm guessing it's probably not a RAM issue. What should my next steps be? Could it be a CPU or motherboard issue?

I'm guessing the answer is no, but is it possible to run memtest86 on a brand new build that has never successfully booted? Any help or advice would be greatly appreciated!

I was being a super noob! combination of sometimes not seating RAM properly (3 beeps) and trying to use the DisplayPort input w an adapter instead of the HDMI. Hope this helps future helpless, desperate noobs like myself lol
