New build wont boot

Hi, i made a new build couple days ago and i cant get it to boot. When i press the power button or short the power button pins on the mobo, everything starts running but they only run for like 3-5 seconds and then it shuts down and tries again and i get nothing to the monitor. I have cleared the CMOS, tried it with different ram, without gpu using the onboard videocard and i have also tried it out of the case on cardboard in case of electrical short. I also have checked that there are no bent pins on the cpu socket and re-seated the cpu. All cables were connected properly to the motherboard. Could i have the wrong bios? Is there anything else i should try? Parts (All parts are brand new):

CPU: i5-4460
GPU:XFX R9 270X Black Edition
PSU:XFX 650W
RAM:Crucial BallstiX Sport 1600Mhz 1.5V (2x4GB)
Mobo: Gigabyte B85M-D2V
Hard Drive:WD Blue 1TB
 
I would suggest unplugging everything and turning it on and see if it still boots. Aka no ram, video card, hard drives, etc. Once you get it to stay on, plug everything in one by one and see what is causing the problem. Make sure the power jumper is in the correct pins on the motherboard. I know you did this already, but double check the power cables are in the motherboard correctly.

A friend I have plugged the motherboard 20 pin in, but didn't have the extra 4 pin connector as well. It would boot then turn off after a few seconds. So in short, it sounds like a power issue to the motherboard.
 

I have tried it with only cpu installed and then adding components one by one but always the same. Everything starts running but then shuts down. I have the 20pin motherboard power cable and the 8pin cpu power cable connected.
 


Yeah, it could be. When i upgraded my other pc`s psu to xfx 550w, it did the exactly same thing. Well see. Is there any trick i should try?
