New build won't post, beep, and fans don't spin

I recently built a new computer. It has never POSTed or had the fans spin. I have checked the power supply individually, and it worked. I also sent the CPU to Intel, where they replaced it and it still wouldn't POST. I'm all out of ideas for troubleshooting, and I have used the troubleshooting guide to no avail.

Does the PSU turn on when plug into the motherboard at all? if not then dead motherboard, the power switch not hooked up correctly to the motherboard, the power cable form the psu to motherboard not in all the way

If PSU turns on when hooked to motherboard but no fans are spinning then chances are its a dead motherboard

I'm assuming your psu is good because you said it works on its own.
