New build won't POST or Display, Error code 0d

So I built my new pc this weekend, second computer I've built, and I keep getting the error code 0d. Also I can't seem to get anything on the screen at all.Everything seems to turn on, fans and water cooler all run, motherboard lights all seem to come on and keyboard is getting power. I have gone over the list on this site that says to check it before posting,but I've gone over all those steps. This is what my current build is, though I don't have the video card or hard drive plugged in.

The error code doesn't appear in the manual so that doesn't help.Things I have tried to get the error code to go away, or even get anything up on the screen.
Tried re seatting the ram, tried with only 1 stick and also tried 1 stick of this that I had https://www.amazon.com/Kingston-Technology-HyperX-Internal-HX424C15FB2/dp/B01D8U2BKA
I've also took the entire thing apart and rebuilt it to try and see if maybe the problem would go away. At this point I'm thinking I have a dead cpu or mobo, though I'm hoping someone smarter then me might have a fix for me. Thanks all in advance for the help.
 
Hi, old post,but might I can help still help you.

I had the same problem before. The problem is definitely in memories. Actually its problem of timing and frequency. 0d errors is something like the system should post but it stuck in the middle. To be honest your system is like extremely unstable and sometimes u can have luck and get into the bios, but mostly not.

Solution is to buy new memories from QVL of your motherboard, than it will work with no difficulties. Hope I helped you!
