Question New build won't POST - - - red CPU light on mobo ?

Just assembled a new PC yesterday, and it is currently having issues booting up. Upon hitting the power button, the motherboard's yellow DRAM light comes on briefly and then goes out, and the red CPU light comes on. Lights are on, all fans are spinning.

Parts list:
CPU - Ryzen 5 5600X
GPU - RTX 3070
Cooler - Vetroo V240
Motherboard - ASUS TUF Gaming B550-Plus Wifi II
RAM - Corsair Vengeance LPX 2x16 GB DDR4 3600
SSD - Samsung 980 EVO 2 TB
PSU - Thermaltake 850 W semi-modular Gold
Case - MSI MPG Gungir 110R

Solutions I've tried:
  • Flashback BIOS to most current version (3202) - though this shouldn't be needed, as Ryzen 5000 series is supported out-of-the-box.
  • Replug 8-pin CPU and 24-pin MOBO power
  • Reseat CPU (no bent pins)
  • Reseat RAM
  • One stick of RAM at a time in each slot
  • Remove CMOS battery for 60 seconds

When I attempt to boot up with no RAM, the yellow DRAM light stays on and it does not make it to the red CPU light.

What are the chances I have a DOA CPU and need to RMA it? I would really hope that it's not a faulty motherboard, as that is a bigger pain-in-the-ass to handle..

You say your new PC build "is currently having issues booting up". Has it ever booted up successfully? Was the PC unplugged when you removed the CMOS battery?
It is a brand new PC - never booted successfully. The PC was off, unplugged, and I pushed power a few times to cycle it before removing cmos battery.

Try replacing the CPU first and see if that solves your problem.

If not, it's more than likely the motherboard, or both.
 
I would suspect a problem with the liquid CPU cooler setup before the CPU itself.
In that same vein, make sure that your cooler is fully seated in. Hand tight with only a quarter turn tops is my personal rule of thumb for firmness, but also make sure that the cooler actually make contact with the backplate.
