New build won't post, won't beep, fans run

Hi have recently bought new components for new build. Have assembled heaps of pcs and dealt with usual problems in the past.
Parts:
Gigabyte ga-990fx-gaming mobo
Amd fx-9590
Ripjaws 16gb 2x8 ram
Magnum pro 750w psu
Asus rx480 gpu

I've tried all troubleshooting I've bread boarded everything and it's always the same fans power on but it never posts. Have tried without ram inserted, ram in each different slot, have tried a phenom cpu from older pc and an older fx model,have tried a different psu( same brand and wattage but works fine on old pc). Have tried old hd6770. Have tried different cpu cooler aswell, I assumed after swapping everything for known working parts that the mobo was faulty so I bought a gigabyte fx990a-ud3 r5 mobo and it does the exact same thing. I read sometimes u have to update bios for the CPUs but the 990fx-gaming only has one bios version plus both mobos still don't work with the phenom cpu. So is the psu just not good enough for the board to post or something?
I've tried troubleshooting list.
It's very frustrating please help.

Have you made sure you connected ALL of the mobo connections properly and as for power-on-self-test, does the motherboard have a speaker connected?

That is 300 watts on the +12v rail. (25A x 12v = 300 watts)

AMD recommends 1000 watt power supply and liquid CPU cooler for fx-9590. I suggest you consider buying a quality power supply and not the same brand and wattage. Your current power supply is very weak and a very poor choice.

You can also have problems by buying the wrong frequency memory and by not knowing how to set the memory clock, and DRAM timings in the UEFI BIOS.

Yeh I've got speaker connected. I thought it was most likely the psu, I've got a bunch of those crap ones laying around. But I thought it should still be able to power the phenom cpu? Can you please recommend a good psu for that build? Also I've got a maelstrom t120 water cooler do you think that's alright for the 9590 or does it need a better one?

Do not use crap PSU's they are not viable for any machines longevity even if it is a very low end one, they tend to be labelled with incorrect Wattage so for example a 500W EVGA > 750W Generic brand. This means they often fail though they were seemingly good enough. I would recommend an EVGA/Seasonic PSU and ones with the 80+Certification are better (more efficient)
