[SOLVED] New build won't post - won't stay on when cpu is installed

Radiator - NZXT Kraken X63
Mobo - Asus ROG Strix Z490-A
RAM - Corsair Vengeance LPX 16 GB
GPU - RTX 2080 Super GB
Storage - Samsung 970 EVO NVME 1 TB
PSU - EVGA SuperNOVA 850 GA

This is a build a friend is relying on me to put together, and unfortunately I've had difficulty. As the title here suggests, I can't get the thing to POST, and on top of that, upon pressing the power button the machine turns off and on constantly but only does so when the CPU is installed. Without it, it stays on but it does not POST. Furthermore, whenever the CPU is installed, the CPU Q-LED light on the motherboard flashes red with each time the machine attempts to turn on.

I've tried re-seating every component possible, but I can't seem to find out why this isn't working. Any help would be greatly appreciated, very desperate here.

There isn't any bent pins on the cpu socket from what I can tell, and I ensured that the cooler was installed with the screws designated for the LGA 1200 socket type, and I read the manual as well.

At this point i think you need to remove the motherboard from the case and try booting outside the case. The motherboard may be shorting on the case somewhere. Check for any extra standoffs underneath the motherboard.

I'll give that a try. Just to clarify though, I noticed that it's whenever the ATX 12v is connected is when the problem occurs.
 
Whoops, I thought I did. EVGA SuperNOVA 850 GA.

I just tried booting outside of the case, same problem. I have a spare PSU to test this with, so I'm going to try that.
The SuperNOVA 850 GA has two EPS (CPU) 8pin power connectors. Try switching your CPU to the 2nd power connector. It is also possible the modular power cable is faulty.

I would also try looking very closely a second time for any bent pins in the CPU socket.

I did alternate between the CPU1 and CPU2 connectors on the PSU but to no avail, as well as trying a spare non-modular PSU but with the same problem occurring. I did take a further look at the socket, but I still can't see anything noticeable. Here's a picture:

Just an update for those who may stumble across this. I replaced the motherboard with another one, and everything now works. Unsure if the socket was the problem, but the pins weren't bent. Faulty one is being sent back.
