New build won't power on... again

Hey all:

I've built numerous systems but I'm having an issue that has me stumped.

Components are:

Core i5 3470
ASRock Z75 PRO 3 board
Avexir 8GB DDR3 @ 1600MHz
R7 260X 2GB DDR5 card
Corsair CX 500 PSU
Cooler Master Elite 430 case

Before I ordered this combo I checked memory QVL for the board, and of course CPU / board are compatible and the PSU should be fine for the build.

Video card is not installed at this point.

Currently, only the CPU, RAM and a new hard drive are installed.

The issue is that when I hit the power button, the case LEDs and fans power on for a few seconds, the CPU fan twitches like it wants to spin, and that's it.

Some of the things I've checked, double and triple-checked are:

No extra spacers to short the board.

Both 24 and 8-pin ATX connectors are in place and solid.

Memory (at this point I've tried three different sticks, two of which I know are good and are different brands) in single-channel configuration.

The power supply reads steady and well within tolerances on +3.3, 5 and 12V rails and -12V rail. I also substituted a known good PSU from one of my own systems, no joy.

Removing the power switch leads and shorting the pins produces the same result, no joy.

I've looked over every wire in the case and can see no possible shorts there, either.

Tried unplugging the case fans / LEDs and just running the CPU fan to see if maybe the problem is in one of the fan circuits or LEDs, no joy.

I would say it's just a bad board, but this is the second new board (same model) delivered from Newegg. The first board actually POSTed to BIOS, and I was able to confirm the system was recognizing all the components (including the video card). Because I am building this for a friend, I then wrapped it all up neatly and put it back in the case box. When I got it out to show him through BIOS, no power at all. At that point I again switched PSUs, no joy.

Reordered the board, installed everything again, went thoruhg the stpes above, nothing.

The only thing I can't test is the CPU, but even if it were bad the fan would spin, yes?

As you already know, since I saw your post on the Egg, this is an almost every board issue with this board. This is an extremely cheap board to start with, but beyond that, it's likely that the batch of boards received by Newegg or whomever is shipping these boards for them may have "dropped a pallet" or something similar during the shipment from overseas. Or, they're just really shitty boards because I've seen similar comments regarding this Rock model on other suppliers websites. I'd send it back, tell them I don't want another one, and get a better board or you're likely to have similar issues again.

I myself have not owned the board, but I have a friend who owns a local repair shop and I do overflow work for him occasionally. He...

He installs these boards in very low end builds and I've seen two similar incidences with this board on rigs I've done for him. Get a better board, preferably by Gigabyte or ASUS. ASRock has some very good boards in their higher end lineups, but their budget boards are problematic and plagued with quality control issues, kinda like MSI.

Hello and thanks for replying. Yeah I anted up for an ASUS board and had absolutely no issues during the build or since.
