When I went to power on the pc it wont start, the fans spin for the briefest amount and thats it.

I've looked through this
http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems#t1895014

I've made sure to plug in the 8 pin and 24 pin power cables.
I've tried 2 power supplies so i don't think its that.
I've removed the graphics card.
I've removed the motherboard and set it up on its packaging to make sure it wasn't shorting on the case, I've tried a stick of memory in every slot and not installed.
I've also removed and replaced the processor (making sure that the notches fit in the notch area and the triangle lines up) i don’t think and pins are bent but I'm not sure I would know if they were.

So I have the motherboard set up on its packaging with the processor and the stock cooler installed with the fan cable plugged in and a stick of ram in the primary slot and it wont power on at all. I think the motherboard is bad but I'm not sure and i don't know what else I should do.

edit: guess im just going to replace the mobo and hope that fixes it

I guess, 90% that no hardware is "bad". It seems many people swap out hardware, but once you get more experience at building you'll stop that.

It's probably wiring. The tangle mess of wires from you case switches have to be on the right "prongs". It's easy to mess that up. Start with power and reset leads.

the mobo itself has a power on button that i've been using
