Question New Build won't Power up, faulty motherboard or PSU ???

My new build won't start up or show sign of power. the cpu, ram and board are not brand new, the power supply is new but cheap eBay 500w.

I have i5 3570, 16gb Hypers Fury ram, Gigabyte H61m s2pv motherboard with no gpu. Could this be faulty mobo?
