Question New build won't turn off

My brand new build won't turn off normally. Whenever I try to turn it off from BIOS or bootable linux usb the fans keep spinning and it just reboots. To turn it off I need to switch the PSU off or hold the power button on the case (or just tap it when in BIOS). I haven't installed windows on it yet. How to fix it?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:

PSU:

OS:
Monitor:
include the age of the PSU(if you're recycling it from an older build or is used) apart from it's make and model. BIOS version for your motherboard at this moment of time.

Can you elaborate on this? If you're in BIOS, the only thing you can do is change settings, update the BIOS and save and exit, at which point you'd be met with a blank/black screen if you don't have an OS installed. The only way you shut it down is to press and hold down the power button on the chassis.
