New build wont turn on at all

Just built a comp yesterday with these components. I press the power button on the case and nothing happens. I cant get it to turn on. I have verified the PSU is working, using the paperclip test. There are no LEDs on the motherboard indicating it is getting power.

I assumed it was a bad motherboard or cpu. I replaced both. Still dead. No lights at all.

So I assume something is shorting the system. I just dont know what else to try.

ASUS Q-Connector

Did you use the Q CONNECTOR for your front panel connections.

Also , why only one PCIE plugged into Graphic Card?

Pic was taken in the middle of trying different combinations. I just dug up an old non modular PSU. I plugged it in to the 24 pin and 8 pin and guess what? Lights everywhere on the motherboard. The weird thing is I tested the PSU when it wouldn't power initially with the paperclip test and the PSU lit up and fan spun. For some reason it wont power up in the case though. I guess ill take it back tomorrow and get a different one.
