You didn't specify programs used to render, but the 3950x and 2080 super should be very good for rendering in programs like blender.

If you need a monitor, keyboard, or mouse, drop the CPU to a 3900x and squeeze in the parts you need.

Not nessisarily.

While the 9900kf may be a little faster in games, the 3950x has doubel the cores.

In programs that scale well with cores, he 3950x is a much better choice
