If you are buying new, buy current 13th gen processor.
$200 I5-13400 performs similarly, $250 13500 performs better.

H100 aio is useless, not even as good as a simple 120mm air cooler at half the price.
13400 and 13500 come with a stock cooler.
I would try that our first.
If you want better cooling, Noctua has quality air coolers.

NH-U12s is a good choice:

Considering how cheap ssd devices are these days, and how big games can get, I would buy a 2tb m.2 up front.
A 2tb Intel 670p is $70:

I like the phanteks case.

On the psu, you may want to allow for a future graphics upgrade.
To that end, look for a 850w psu with at least a 7 year warranty.
Corsair RMx or Seasonic focus for example.
