Can I use my Chromebook, to download a BIOS upgrade, "unzip" it, rename it accordingly and copy it to 32GB USB for flashing onto my new PC build?

I don't see why not. Just have to make sure that the format is FAT32, you may need a tool to do that if it isn't already formatted to that.

Some motherboards don't like large USB drives, but 32GB is usually the cutoff.
