New built AMD A6-6400k is slow

My new PC that I'm building for my grandparents is super slow and i have no idea why...here are my specs:
AMD A6-6400K (OC'D slightly to 3.7 and have a zalman cooler on it)
8gb RAM(1 is 1600 and the other is 1366)
120gb SSD(remember its for my grandparents they don't need that much space lol)
Windows 7 Home Premium 64-bit(just installed a hour ago and haven't used key yet since its slow)

So i went into bios and checked the frequencies and it was at 1333 so i put it at 1600 because when i checked both RAMs were actually 1600. Loaded up windows and no difference...this computer has me suck.
 
Try using only one stick of RAM.

If nothing changes, try to see the load on your CPU and see at what frequency it is operating; it may be underperforming for some reason.

Put the CPU to stock settings and see if it was an unstable Overclock.

Check for malware and viruses!

Is slow meaning slower than an i7? Because yeah it's gonna be slower than an i7. Is it just a program or a game that's slow? But if the whole PC is slow-slow, then yeah.

If none of that work, it's either the defective CPU or the Mobo. We can see further with the results from the points I listed above.

 


O shoot hit the wrong button......what do i do?

Anyways Idle and startup is fine but IE and anything beyond that is so difficult.

- Got it OC'd at 3.7 ill throttle it down to stock 3.6 i believe and also i prevouisly ran task manager while opening IE watching a video on youtube and max load reached 70% so not a prob
-Fresh Install of windows so its clean of anything

Yeah, i know its a low end AMD i dont expect anything more than being able to browse on IE or watch youtube.LOL
 

This computer is for my grandparents so im not looking for a blazing quick PC like my personal i7 with a GTX 980...At my house(which is not anywhere near the city and also where the computer is) i have the absolute quickest internet possible which is 50mbps which is more than enough and with my PC ive never had a prob. The specifics would be i will click on a link and i can see where it loads completely(fast) but it takes 30 seconds for the screen to load the page but the status bar says it loaded a loooong time ago.(Lemme know if that makes sense)
 

Does the problem happen at your place, or at their place? They might not have the same internet speeds. Also, make sure the wifi or net card has it's drivers installed or working properly. You might also need to update the bios and motherboard drivers for varies onboard parts, like sound and the network stuff.
 


The computer has never been at there place is going to be a birthday present mid December:) First thing i did once windows was loaded was pop in the mobo cd is that where i went wrong?
 


Will do,what updates do i need? The mobo disk has drivers i think. Also,i went waaay overkill on this PC but i put a zalman cooler on it and it runs a smooth 32 idle.
 


What about you download Minecraft and test the FPS? If the FPS is good, then it is most likely your internet. Try to play some games to stress the APU to see if the performance you get is similar to what others are getting with the same chip. It may be as simple as that.

Also, could you open the Task Manager and see if anything is hogging up resources?
