New Built Computer Not Running As Fast As It Should Be

So a few days ago i buit a gaming computer and everything seemed to be fine but the point is it runs way slower then i think it should be running heres my specs:

Intel core i5-4590 haswell Processor 3.3GHz 5.0Gt/s 6mb lga 1150 Cpu

PowerColor TurboDuo AMD Radeon R9 285 2gb GDDR5 OC

Asrock H97M Anniversary LGA 1150 Intel H97 HDMI 6

crucial ballstix sport 8gb

Seagate Barracuda ST1000DM003 1tb 7200 64mb CA

EVGA 500 B 80 Plus Bronze Certified 500W Active PF

If you are expecting a lightning boot up and application launch from a mechanical hard drive (much less a garbage Seagate Barracuda), then you will be disappointed. You can help the disc optimize its reads with defragmentation and file prioritization, maybe even open Disc Cleanup (if using Windows) and delete unnecessary system files, but don't expect a miracle. Driver updating and registry cleaning are also regular tasks that will help in the long run. While I do not know your expectations of your system, I think you would see vast improvement running from a solid state drive or even a better disc drive (like a WD Black drive). Just my 2 cents...

both fps and the system itself is slow i mean i know i didnt built nothing to high end but at the least it should be running faster then it should be all drivers are up to date and everything

could my monitor be the problem im using a cheap 19 inch tv and im not home at the momment so ill have to get back to you on some things but i run skyrim on high and i get around 30fps
