New built pc, cant format hardrive

While trying to install Windows on my hardrive, i first thought the issue was it couldn't detect the hard drive or somthing, iv checked the bios and it doesn't list it as plugged in, it only details my CD-drive.
But when I go to install Windows it shows up as "Drive 0 unallocated space". And I cant format it because its greyed out and I tried doing it with the command prompt but when I try to create partition primary, it says "Diskpart has encountered an error: the system cannot find the file specified. See the system event log for more information"

If the disk was used previously make sure to run the program as admin/root in order to remove any partitions it had.
You need root access to remove/see another users data.

use diskpart in windows command prompt, type whoami to check if your admin/root. once it's raw you should be able to format it.

Its a new pc and hard drive, I don't have windows installed or anything. But thanks tho.
