Btw i have built my new pc to my old case, i removed old components, put new ones and plugged cables into right places. After that nothing still happens

Old components:

When i unplugged fan started spinning

OK, then it's definitely a short on the motherboard somewhere. You say you built your new system into your old case. Have you tried removing everything from the case, and running it on, say, a wooden work surface? There might be something contacting the back of the motherboard up near the 8-pin socket that's causing the short. If it still doesn't work outside of the case, then the motherboard is faulty and should be returned.
