First off, I have used http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems

This build is intended to be a workstation so I didn't intend on using a graphics card.

Specs:
AMD RYZEN5 2600 Socket AM4 3.9Ghz Max Boost, 3,4Ghz Base+19MB

Gigabyte GA-A320M-S2H

Corsair RM550x

HyperX Fury 16GB (2 x 8GB)

I receive no video signal and it alternates whitin an AGP(1 long 3 short) or a Graphic Card Error(1 long 2 short) All fans/lights function flawlessly. I have set my monitor to the right input. I have reseated/pasted the CPU heatsink for good measure. I have jumped in an attempt to default to onboard, and pulled the battery alternately.

I know that the CPU does require a discrete graphics card, but the one on the motherboard shouldn't do the trick?

In the case that I need a graphics card how do I even setup the drivers for it, if I can't even see what it displays.

Thanks in advance

I know that the CPU does require a discrete graphics card, but the one on the motherboard shouldn't do the trick?

There is no GPU on the motherboard. The graphics ports on the motherboard can only be used when an APU is installed, and your Ryzen 5 is not an APU.

You must therefore install a graphics card.

In the case that I need a graphics card how do I even setup the drivers for it, if I can't even see what it displays?

When you install a graphics card and connect your monitor to it, you should then have a working display via the default Windows driver which you can then update.
