So it won't POST? Does it get to the windows screen then restart?

the 390 is a beast of a card on power. pull the gpu and one ram stick see if the mb will post to the bios. if it does see that the bios is up to date. update the bios then plugg the gpu back in. if it reboots over and over. you may have a weak power supply or a bad gpu.

even with just the cpu mobo and 1 ram still just on and off, i cant get anything to display on the screen

pull the mb frm the case to rule out it shorting out on something. try starting it on a box. if the power good led is flashing and blinking to the reboot your power supply is bad.

do you know what might be the problem with Psu if that is the problem like not strong enough or like something else

if the power supply is new it may be doa unit. missing leg or not holding. when building a pc you have to have a knwn good power supply. if the power bad it can toss you for a loop. if the power supply is fine and the mb is rebooting with one ram stick and no gpu. you have to look for bent pins or a cpu that not in right.
