New built pc lagging

Hello I recently build a new gaming pc and I am experiencing lag issues when playing games. Frames will be dropping to 1 to 5 fps. Sometimes I have trouble streaming videos causing lag and stutter with audio problems.

Specs
Cpu: Core i7-4790k
Gpu:Gtx 970
8 gb ram
Windows 8.1
750 watt psu


 


I've updated my gpu's latest driver, but still I'm still experiencing lag and streaming videos is awful, it lags and stutters. I'll try right click method for gaming.

So I checked my temperature and my processor was at 70 degree Celsius, is this the reason? Why I lag and have problems with streaming videos?

I might have put too much thermal paste or too less of it
 
How much did you put? Should just be a drop of it on the cpu
70 degrees isn't very hot, but it is ok

Sometimes superfetch could really slow things down:
Open msconfig, click the services tab, disable superfetch. Save settings and reboot
