New c: drive, no OS, how to partition the disk??

My original c: drive died and I have a brand new disk which needs to be partitioned and then formatted. While I understand that the OS install (Windows) will give me a format option I still need to partition the drive first.

But how do I do that with no OS?
 
Is there a specific reason why you need to partition and format your new drive in advance?

When you install Windows it creates a partition and formats the new drive automatically during the installation process. If you need to create a 2nd partition after installation is complete then go into Windows Disk Management to do so.

Specifically because any attempt to install the OS to the drive fails as the Windows install cannot see the drive. Well, it sees it but will not format it or install because there is no partition.
